In October 2007, the World Bank Institute, the Tanzanian Commission for AIDS, the Prime Minister's Office for Regional Administration and Local Government, The Global Fund and other partners organized a learning program to help Tanzania improve information flow, transparency and accountability in their response to HIV/AIDS at the community level
